Magistrate Judge Kay was appointed a United States Magistrate Judge in September 1991 and served for over thirty-five years until his retirement. He was recalled for service as Magistrate Judge on January 3, 2017. Magistrate Judge Kay is a graduate of George Washington University, receiving a B.A. in 1957 and a J.D. from its National Law Center in 1959. Magistrate Judge Kay clerked for U.S. District Court Judges Alexander Holtzoff and William B. Jones. He was an attorney with the Public Defender Service and served in the U.S. Attorney's Office. From 1967 until his appointment, he was in private practice in the District of Columbia.
